Citizenship and the Right to Vote POS 4930 What is Citizenship? .How important is citizenship in a Republic? .Who decides the definition of “citizenship”? .How does such a definition distinguish a citizen from a non-citizen? .In a federal republic, what about the distinction between state and national  citizenship? What is the Link Between Citizenship and Voting? .Is one necessary for the other? .Which citizens do we exclude from voting? And who is “we”? .Do we let non-citizens vote? .Northwest Ordinance allowed non-citizens to vote. .Most Midwestern states allowed non-citizens to vote in the 19thcentury. .Even Texas allowed Mexican citizens to vote. Who Can Vote?  1.1789:White male residents over 21 with $200 worth of real property. 2.1830:Drop the property requirement. 3.1850:Add a citizenship requirement. 4.1870: Drop “white”.  5.1890: In southern states, add literacy, ability to pay a poll tax, and restrictions of  whites only in Democratic primaries. Who Can Vote? Continued… 6.1920: Drop “male”. 7.1944: Drop “whites only in Democratic primaries”. 8.1964: Drop ability to pay a poll tax or any other tax. 9.1965: Drop literacy. 10.1971: add 18, 19, and 20 year olds. 11. Who Can’t Vote in 2009? .Depends on the state.  .Non-citizens cannot vote in any federal elections. .Non-citizens can vote in school board elections in Cambridge, MA and a few small  towns in California. They can also vote in city elections in TakomaPark, MD. Who Can’t Vote in 2009? Continued… .In Florida convicted felons are barred for life from voting, holding office, or serving  on juries…. .Unless their civil rights are restored by the Clemency Board (the Governor and  Cabinet). .People in mental institutions are barred from voting in Florida, as are people judged  insane by a Florida court. Who Can’t Vote in 2009? Continued… .In New York, even Death Row inmates can vote. .Lifetime bans on felons voting are almost exclusive to the southern states. These  are the last of the “Jim Crow” laws to survive. Only three states have this lifetime  ban. What does the Constitution say about Voting ?
