These states generally perceive these weapons as a means of providing a highly visible deterrent to Russia and see their location and visibility as essential to assuring them of the U.S. defense commitment to Europe and of the value of NATO. To this end, Bruno Tertrais, a prominent European scholar, has stated that “a U.S. nuclear withdrawal could be perceived as a lessening of transatlantic security ties by countries which are particularly keen to shelter behind U.S. protection, such as Poland, the Baltic States and Turkey.” 46 Malcolm Chalmers and Simon Lunn writing in March 2010 cite an unidentified ambassador from a new NATO member: Nuclear deterrence by the US and through NATO and with the American presence of American warheads in Europe is the ultimate test of NATO’s credibility.
