Regulatory Negotiation CP DDI 2008 <Berthiaume - Quinn>    Ben Benson File Explanation If consult NATO is cheating than this is cheating too. So yeah it’s cheating BUT THAT’S DEBATEABLE!! This file contains a Regulatory Negotiation CP 1NC, evidence that says that the CP is key to solve, and evidence that says that Regulatory Negotiations are good. It also contains a few general AT: Aff answers. Perm do both is impossible, and perm do the CP is severance. The CP does the Reg-Neg aff. Basically it allows all applicable parties to discuss and negotiate the terms of the plan as apposed to having the USFG force it upon them. What is good is that you are most likely on the truth side. A group discussion is most likely a good thing for everyone. 2

In 1979, Costle introduced the “bubble policy” for controlling stationary sources of pollution, allowing industry to increase pollution at one point within a plant if reductions were achieved elsewhere in the facility.
