By using a theoretical value of K b = 1.8x10 -5 , the concentration of hydroxide ions was found to be 1.25x10 -4 M while using a value of pOH = 3.18 yielded a concentration of hydroxide ions to be 6.6x10 -4 M. The only reason this could be is if the pH meter was incorrectly rinsed between readings since calibration was verified. If the value of K b = 1.8x10 -5 was used instead, then the percent disssociation would have been around 12%.
