Then p1 proportion of the time there will be a TLB miss, and (1-p1) proportion of the time there will not be a TLB miss. When there isn't a TLB miss, only a memory access is needed (m) to read the data into a CPU register. When there is a TLB miss, a memory access is needed (m) to read from the page table.
