Excessive rates of resource exploitation and environmental destruction. 3. Reagan factor/Cold War arms race Huge increase in military spending and the new Arms Race and Soviet Union couldn’t  keep up 4. USSR resource periphery Soviet Union became a resource periphery in the world economy with oil. Price  bottomed out and they went bankrupt.  Environmental Disasters
