OpenJUMP, http://sourceforge.net/apps/mediawiki/jump- pilot/index.php?title=Using_OpenJUMP . Creating a database and loading spatial data 1.1 Create a spatially-enabled database. You can do this on the command line, the SQL shell or the pgAdmin III application. The latter two are available under Start > Programs > PostgreSQL 8.4.
