Poli Sci 104 Final Study Guide The Policy Process Study of outputs- what government does, how many decisions are implemented, effects of policies Monetary policy- an effort to regulate the economy through the manipulation of the supply of money and credit. America’s most powerful institution in this area of monetary policy is the FedResBrd. Fiscal policy- the government’s use of taxing, monetary, and spending powers to manipulate the economy Process- o Goals/objectives: what do you want to accomplish? o Policy tools: How do you want to get there? o Analysis: Which policy will be fastest/cheapest? o Implementation: How do you carry out specific tasks? o Evaluation: Did it work? One way to evaluate policy is to compare costs of a policy against the benefits. o Flu shots- little costs, large benefits Cost: administrator, vaccine, side effects, building Benefits: fewer illnesses, deaths, hospital stays, and less days lost at work School bus seat belt policy issue o Costs actually outweigh the benefits, believe it or not Bureaucracy in the Executive Branch (look at yellow notebook) Bureaucracies are about the only way to carry out a specific task on a controversial topic (global warming, health care, seat belts, etc.) Bureaucracies o Division of Labor Responsibility broken down into smaller tasks Individuals are responsible for defined tasks o Standard Operating Procedures
