STEVEN HOWE ARBITRATION O Following suspension, Commissioner laid down plan for Howe: regular drug testing and removal from baseball with another positive test O Commissioner never formally approved or implemented testing program, so tests were irregular O After arrest for attempted possession of cocaine in 1991, Vincent imposed lifetime ban O MLBPA challenged ban in arbitration
