1 PROMULGATION STATEMENT/LETTER To All Recipients: Transmitted herewith is the Emergency Operations Plan for the Town of Bobsville, Oklahoma. It provides a framework for use in performing emergency functions during a major emergency or disaster in the town. This Emergency Operations Plan includes the four phases of emergency management. They are: Prevention - those activities which eliminate or reduce the probability of an incident, also known as mitigation; Preparedness - those activities developed to save lives and minimize damage; Response - immediate activities which prevent loss of lives and property and provide Emergency assistance; and, Recovery - short- and long-term activities which return all systems to normal or improved standards.
2 This plan is prepared in accordance with federal and Oklahoma statutes. It will be tested, revised and updated as required. All recipients are requested to advise the Bobsville Emergency Management Coordinator regarding recommendations for improvements. 3 Approval and Implementation This plan supersedes the city of Bobsville Emergency Operation Plan (EOP) dated Feb 1, 2016, and is valid for a period of four years from the date signed, unless a revision is required sooner by the undersigned. This EOP describes the management and coordination of resources and personnel during periods of major emergency. This comprehensive local emergency operations plan is developed to ensure mitigation and preparedness, appropriate response and timely recovery from natural and man-made hazards which may affect residents of Bobsville. This plan is also intended to clarify expectation for an effective response by local officials in support of first responders in the field which can save lives, protect property and more quickly restore essential services. This EOP was developed by the city of Bobsville, in conjunction with other local agencies, non-governmental organizations, and private sector partners and is aligned with the National Response Framework, the National Disaster Recovery Framework, and guidance from the Oklahoma Emergency Operations Plan. It was also developed with lessons learned from previous disasters and emergencies that have threatened Bobsville, as well as exercises and training events.
4 The Bobsville Emergency Operations Plan delegates the Mayor’s authority to specific individuals in the event that he or she is unavailable. The chain of succession in a major emergency or disaster is as follows:
