GOVERNMENT LECTURE #10 02/17 THEORIES OF CONGRESSIONAL ORGANIZATION CONGRESS FACES 3 FUNDAMENTAL PROBLEMS: PROBLEM 1: PROBLEM 2: PROBLEM 3: -Need for information on which to base decisions about distributing policy benefits & governing effectively -Congress as a political inst. reflects a concern for these problems -Concern is reflected in the behavior of members of Congress individually THE DISTRIBUTIVE THEORY OF CONGRESSIONAL ORGANIZATION CONGRESS HAS TO FIND BEST WAY (& EFFICIENT WAY) TO DISTRIBUTE THIS IS NO TRIVIAL MATTER. IF THE RIGHT BENEFITS DON’T REACH THE RIGHT INTERESTS, INDIVIDUALS, & SEGMENTS OF SOCIETY, MEMBERS OF CONGRESS MAY LOSE ELECTIONS & FURTHER, DEMOCRACY IS NOT SERVED (PLURALISM) IN ADDITION, MEMBERS OF CONGRESS HAVE EXPERTISE ON GIVEN ISSUES

CONGRESSIONAL COMMITTEE SYSTEM IS VEHICLE FOR DELIVERING BENEFITS CONGRESSIONAL COMMITTEE SYSTEM IS A CONFEDERATION OF MUTUALLY NON- INTERFERING PACTS JURISDICTION CHANGES SLOWLY, IF AT ALL GIVEN STABLE JURISDICTION, THE INSTITUTION OPERATED ON BASIS OF COMPARATIVE ADVANTAGE & GAINS FROM TRADE BUT, WHY WOULD COMMITTEE SYSTEM BE THE BEST AVENUE? IF THE MOST PRESSING PROBLEMS FACING CONGRESS IS DISTRIBUTION OF BENEFITS, THEN COMMITTEES SHOULD BE MADE UP OF THOSE WHO ARE HIGH DEMANDERS OF POLICY. -High demanders are outliers- they arent representative of average members of Congress-This is also economical b/c high demanders have most incentive to become experts in their issues -Congressional leadership trades control of policy for the assured delivery of benefits...
