CONGRESSIONAL COMMITTEE SYSTEM IS VEHICLE FOR DELIVERING BENEFITS CONGRESSIONAL COMMITTEE SYSTEM IS A CONFEDERATION OF MUTUALLY NON- INTERFERING PACTS JURISDICTION CHANGES SLOWLY, IF AT ALL GIVEN STABLE JURISDICTION, THE INSTITUTION OPERATED ON BASIS OF COMPARATIVE ADVANTAGE & GAINS FROM TRADE BUT, WHY WOULD COMMITTEE SYSTEM BE THE BEST AVENUE?
