GOVERNMENT LECTURE 02/22 UNDERSTANDING CONGRESS DO WE WANT A RESPONSIVE, DEMOCRATICALLY ACCOUNTABLE CONGRESS? OR A CONGRESS THAT SOLVES OUR PROBLEMS? -You can have government that is very good at solving problems, but likely to be undemocratic (not listen to you) -You can have government listen to everything you say, & not get anything done =Democracy created to be inefficient =Can’t have all of both, can have amounts of both CONGRESS IS DECENTRALIZED SO AS TO SERVE MYRIAD DIVERSE INTERESTS. IT’S THE INSTITUTIONAL EMBODIMENT OF PLURALIST DEMOCRACY -It is bad when Congress serves particular interests -All interest groups pressure government for representation through Congress -Think about whether interests of society are being represented -If balanced representative democracy= pluralist system achieved In order to have a good pluralist democracy, need equal representation of all interests (not majority rules system) FRAGMENTATION PREVENTS COMPREHENSIVE ACTION -Comprehensive action in Congress is difficult
