Prevention  Ax to grind Victors get to write history! Ex: WW1, Germany caused WW1 so therefore they had to pay reparations, etc.  Sexy… Inglorious Bastards, Braveheart, Top Gun, Saving Private Ryan—sells in popular culture  today Honoring the people that fight and protect the homeland…also serves to recruit  Defining War “Sustained, organized violence between 2 internationally recognized groups” Why not study peace? “War & peace are more than opposites. They have so much in common that neither can  be understood w/o the other.” —Geoffrey Blainey,  Causes of War    Conceptualizing War

Clausewitz: War is diplomacy by other means Consistent with our idea of leverage Ex: Iran-trying to either get it to reveal or give up its nuclear program, but Iran is trying to  figure out how they can keep the program without getting attacked Keegan: War is  sui generis Clausewitz wrote about war as he wanted it to be Keegan was critical about Clausewitz Problems in Studying War 1) Dogs that don’t bark Events that don’t happen, that should have happened Equally important to study these times that got really close, but then didn’t actually  happen the important wars could be the ones that do not happen… Cuban-American Missile War India-Pakistan Atomic War (1999) Pakistan deployed launch codes for their nuclear weapons World War III The Franco-British War of 1898 Fashoda (1898)—Last major colonial crisis between France and Britain…maybe World  War I wouldn’t have happened, because after fighting here they wouldn’t have wanted to  fight Germany Problems Studying War 2) War is a low-probability event probability that war breaks out in a given year between any 2 geographically contiguous  states between 1816-1980: 0.00009 P.S. is a social science, not a science, so you can’t exactly test these
