March 13 Terrorism Debates Are terrorists rational? o Answer yields different public policy solutions for counter-terrorism Should we care as much as we do? o What is the overall threat of terrorism? o Some of the answer probably depends on the definition What is the optimal level of counter-terrorism given that it is difficult to know  how effective counter-terrorism policy o US tried multiple policies (macro policies with countries and smaller  policies such as airports) WMD (Weapons of Mass Destruction) An old concern given new importance in the age of terrorism Previous concern: vertical proliferation o A state that has nuclear weapons producing more and more and more Concern beginning in 1970s: horizontal proliferation o Spread of nuclear weapons, its not up but its out, who else will develop Current concern is both horizontal but also non-state proliferation Biggest post-Cold War threat o Came out of Russia – that there were a number of large nuclear reactors in  Russia that were relatively unprotected  Between 1992-1995 there were at least 100 instances of lost plutonium or
