Clinton deals with Haiti and Cuba Haiti 1991 Lieutenant General Raoul Cedras led a military coup to throw out Haiti’s elected President, Jean Bertand Aristide Aristide escaped to the US 1993 Thousands of Haitians attempt to flee to US, but more than half were sent back to Haiti by the US Coast Guard During his campaign, Clinton criticized former president Bush for returning Haitian refugees Clinton continued Bush’s policy in fear that accepting refugees may encourage many more to flee, slowing the democratic process in Haiti 1994 Clinton publicly demanded the Haitian govt to step aside and restore democratic rule Congress was united in opposition to American intervention, but Clinton deployed large military force to Haiti Before the troops landed, former President Carter was sent by Clinton to Haiti to urge Cedras to step down and flee the country. Informed him of the intervention Cedras agreed and surrendered the govt to Aristide US forces escorted Aristide into the capital and the democratic govt was restored
