However, his ranking should be above that of Kennedy’s because Johnson domestic policies tower over Kennedy’s resume, even if Kennedy only served half a term. Johnson’s few economic policy changes are understandable since the economy was doing well during his presidency. Indeed, Kennedy set the guidelines for policies to improve America’s health care and education,
