WHY SHOULD INTELLIGENCE REQUIREMENTS NOT BE LIMITED TO FOREIGN SUBJECTS? INTRODUCTION Intelligence is the gathering of information with a objective of making strategic, and operational decisions, that whenever well executed will result on overall protection against an determined enemy or set of enemies, the intelligence process involves the gathering, analysis of raw data and the dissemination of the same raw information in a form of well analyzed information that will result on the issuance of sound decisions on the battlefield or in the briefing room of a law enforcement agency or Federal task force. Also, it is upon the analysis of Intelligence data that our government leaders will make policies or order hard actions against the defined enemies that can vary from a terrorist organization to a state sponsor terrorism nation, or a terrorist cell already established in the homeland, territories and protectorates. Intelligence is such an important aspect of an organization or a country that in the case of the United States of America, our Homeland Security Advisory System and our current war in Iraq are based, and it was based on Intelligence data. Intelligence requirements are intended to classify and prioritize the Intelligence mission and assets in order to properly assess and engage the threat. The threat, terrorist groups or enemy nations will declared by the Intelligence Community and the authorities involved on the decision making process. Many of the past requirements to the U. S. Intelligence Community where based on a symmetrical warfare reality, or a bunch of terrorists trying to damage the United States personnel and assets overseas, but never in the U.S. Homeland due to many operational limitations like language barriers, lack of proper training and education. Our Homeland Security reality is the result of a new kind of war that became veracity to the American nation on the 11 September 2001 after the terrorist attacks conducted by Al Qaeda 2

The Al Qaeda attacks during the tragic day of September 11, 2001 were conducted and successfully accomplished due to a innumerous set of vital failures: From the Obvious lack of communication and prioritization occurred within the federal agencies responsible for monitoring and paying attention to cert terrorism indicatives; to the proper identification and prioritization of intelligence requirements by the policy makers responsible for giving the decision making authorities the right education and tools to the new terrorist threats around the world and in the U.S. Homeland.
