Silvia M. Legislative Tools of persuasion The veto: The veto is the executive power to reject a proposed law. A veto can be over ride by an unusual majority of the legislature (usually two thirds)  votes It is one of the governor’s most powerful legislative tools. After a bill has passed both houses of legislature, it is sent to the governor who can veto  it with a message stating the reasons of opposition The item Veto: It allows the governor to veto funds for specific items or projects without killing the entire  bill. It can be a very effective negative tool: killing programs or whole class of programs. However, the governor cannot reduce the appropriation for a budgetary item.  Texas permits the governor an item veto.  Bargaining: The bargaining table depends on several real political factors: The depth of the governor’s commitment to the bill is a factor. Timing is very important.
