Reapportionment:  requirement that each legislator  should represent approximately the same number of  people. Ex officio:  holding a position automatically because  one also holds some other office.  Average state senator represents 672,000 people. Average population of an electoral district for the  Texas house of representatives is about 139,000.

Gerrymander:  A district drawn in such a way as to give candidates from a certain  party, ethnic group, or faction an advantage.  Gerrymandering also decreases or  increases the political power of specific groups of voters.   Pairing:  Redistricts two or more incumbent legislators’ residences or political  bases so that both are in the same district, thereby ensuring that one will be  defeated.  Incumbents:  Those who support the legislative leadership or the agenda of  powerful special interests.
