Lecture 7 Introducing legislation Introduction of bills Only MCs can introduce legislation Although others can draft legislation (e.g., interest groups, executive agencies, businesses, etc.) Sponsor and co-sponsors Tie oneself to bill. Motive for re-election? Demonstrate wide support for the bill. Bipartisanship? Dear Colleague letter to gain supporters. Lecture 7 Introducing legislation Bill Most proposals are bills H.R. #; S. # (number in order introduced) There are other things Congress passes e.g., Joint Resolutions, House or Senate Resolutions Lecture 7 Referral of bills to committee Referral Referral of bills Referred to committee(s) by Senate presiding officer or House Speaker. Multiple referral sometimes used (more so in the House). Once in committee, referred to relevant subcommittee.
