1. Identify the most important facts surrounding the case. Basic elements of the story are needed to understand the problem: location, date, members, the whole process or the timeline of attacking fire, how different people communicate with each other and report progresses, what the back ground of each firefighter (experience, occupation, etc.) how were they trained and how did they react when they were facing emergencies. 2. Identify the key issue or issues. The key issue of this case should be communication between leader the followers. Very ineffective communication among people, and there is no centralized control power to lead the team. Beside the ineffectiveness of communication, lack of systematic training was also causing problems. Team members made many minor mistakes in very urgent situation and brought serious consequences. 3. Specify alternative courses of action. Improvement of effectiveness of communication between the team leader and other members and providing training course or hiring different but reputable
