Defining poverty is not easy. How do you define poverty? Is it low annual income?  Is it lack of freedom to do what you want? Is it deprivation? Who is responsible for poverty?

Less than having an objectively defined  minimum  (basic needs such as food, clothing and  housing). One way to measure this would be a ratio of food  to income.  The poorer you are, the more food is  an important percentage of the household budget. Having less than others in society with regard to income and goods.
