Professor and Class,The Proclamation of Amnesty and Reconstitution, also known as the ten percent plan, was a three part plan designed by President Lincoln in order to get the Southern States back to join the Union (OpenStax, 2020). While the ten percent proposal was made in hopes of having the South rejoin, a lot of the northerners were against it and wanted to rebuild the South and punish the rebels (OpenStax, 2020). Trying to make amends, the republicans made a deal of their own and represented it to Lincoln that basically stated that majority of voters and government officials in Confederate states had to swear that they had never supported the confederacy or made war against the United States, which was an impossible request for the southern states which is why Lincoln used his pocket vote to veto their proposal (OpenStax, 2020). Lincoln’s assassination left Andrew Johnson as president and he took a second try at a Reconstitution Plan. Johnson created his own plan, based off of Lincoln’s 10% plan, allowing
