The “10 Percent Plan” or Louisiana Plan: a.i. Established in 1863/64, it allows the south to form union governments – 10% had to take a loyalist oath. a.ii. He hates planters, has never owned slaves and has class antagonism against southern planters. c. When running for re-election he wants to get some unionists from the south to show a strong sense of union even in the confederacy. d. He is now head of the radalist republicans who didn’t like Johnson e. Johnson’s Plan: e.i. Congress wont listen to he has to seek out someone who will and makes it easy for the confederate leadership to move back into place.
