1 War Powers Act 1.1 Gulf of Tonkin 1960s - Vietnam war pres powers dispersal 1.1.1 Pres Johnson asks Congress for permission to goto War for the Budget 1.1.1.1 President has to get declaration of war and budget from Congress 1.1.2 Congress grants 'whatever is militarily necasary' 1.1.3 Presidents J and Nixon use too much power and Congress gets mad and Repeals 1.1.4 Nixon got in hot water for continual lying to Congress. War Powers Resolution is created to keep the president from sending troops to anywhere for more than 60 days and must ask/persuade congress in those 60 days. If congress doesn't approve they must pull out. 1.1.5 Nixon vetoed WPR and then Congress overrode the Veto and WPR stands. Every president since has stated that WPR is unconstitutional and Supreme Court will never take the case. 1.1.6 Bush the first used the WPR properly in the first Gulf War, Congress approved the war and Bush gained popularity.
