Kennedy Administration was not prepared for the public reaction to the Kennedy’s Berlin Speech. -A. Americans frighten over the thought of nuclear war wanted answers on how to survive such a catastrophe. -B. Office of Civil Defense began to work on a pamphlet on civil defense. II. Fallout Protection -A. Gives readers consequence of a nuclear attack at the same time reassuring them that everything would be somehow work out. -B. Main argument is that if a nuclear attack happened that shelters could reduce the number of casualties. III. Critics argued that shelters saving lives would be extremely limited. -A. Time magazine argued that cheap fallout shelters would be poor insurance for everyone. -B. Clearance Huebner believed that by 1960 Americans would be be living in fallout shelters permanently. -C. Gerard Piel observed the fact that firestorms and thermonuclear war would have an irreversible disturbance of the moral and social fabric like the Western Civilization.
