Recently Richard K . Betts published an article entitled “A Disciplined  Defense” in the Foreign Affairs  journal . In it he discusses how the United States  presently spends almost as much on defense in real dollars as it ever has before,  even though it has no plausible reason for using its overwhelming military forces He blames the ever-growing military budget on a lack of political incentives for  restraint that has caused policymakers to lose the ability to think clearly about  defense policy . He compares past spending to counter the threat of the time to  the present day situation .  While not suggesting any one solution, he does  conclude that something must be done to curb unnecessary spending while still
