Jetty does not verify servlet mapping against the servlets The <servlet-mapping><servlet-name> in the web.xml are not verified against the <servlet><servlet-name>. As it stands, the servlet-mapping can reference a servlet that does not exist. The JettyModuleBuilder should throw an exception with this condition. EJB Deploy Error Problem reported on mailing list.
