2 Policy Proposal When healthcare organizations evaluate their performance metrics against comparable benchmarks and realize they are falling short, this is a disservice to the population they serve, and changes need to occur. Monitoring local, state, and federal b enchmarks in healthcare are useful for gauging a facility's performance against other healthcare entities and standards. Collaboration needs to occur with leadership and stakeholders involved in the healthcare entity to identify areas needing improvement and improve upon policy and procedures already in place. Once the underperforming metrics are identified, they need compared against benchmarks set forth by local, state, and federal levels, and leadership with healthcare staff needs to select the appropriate policy and practice guidelines. According to Mercy Medical Centers(MMC) metrics, their patient foot exams did not meet benchmarks showing only 48% of foot exams were performed in the fourth quarter of 2019(Vila Health, n.d.). The National Healthcare Quality and Disparities Report (NHQDR) reports that benchmarks per state for annual diabetic foot exams should be at 84%(Agency for Healthcare Research and Quality, n.d.). Benchmarking can help identify the root cause of any performance issues. Underperforming benchmarks can decrease patient quality of care, causing poor patient health outcomes, leading to increased length of hospital stays care (Agency for Healthcare Research and Quality, n.d.). Potential repercussions of not addressing underperforming benchmarks can increase healthcare costs for patients. The healthcare facilities potentially suffer from lost revenue if they do not meet benchmarks and maintain quality patient care (Agency for Healthcare Research and Quality, Module 7, n.d.). Ethical Guidelines to Improve Benchmark Performance Healthcare facilities need to establish and follow a code of conduct or ethical standards when collaborating with coworkers, caring for patients, and working with outside stakeholders
