HONOLULU RAIL PROJECT 2 1. Why are public works projects like the Honolulu Rail Project nearly impossible to stop once they have been approved, even if later costs estimates skyrocket? Starting a project takes time, and various stakeholders are consulted. In public works, especially the construction of infrastructural facilities such as roads and railways, very many stakeholders are involved. Firstly, the central government is a significant stakeholder in such projects since it offers some financial support to see its completion. For instance, in this particular project, the Honolulu Rail Project, the federal government provided 1.5 Billion USD to initiate the project ( Jeffrey, 2016) . Additionally, the state allocated some financial resources from its yearly revenues to support this project. The other stakeholder is the public, who were going to experience the direct impacts of the project. This is because; the railway would pass through their residential places, and therefore they had to be relocated and compensated by the government. The whole process took a lot of time in seeking approvals from the relevant stakeholders. Therefore, stopping the project cannot be a solution since people have already been inconvenienced. Those who lived near the proposed railway route were forced to relocate to other areas. Additionally, the government is not prepared to lose money in development projects that cannot be actualized. Moreover, the rail construction involves various parties; the suppliers of raw materials, the engineers, the laborers to name just a few. Most of these project players are employed on contractual terms, with their terms extending up to the completion of the project. Therefore, it is challenging to convince all the players that the project has to be stopped. Some of them may demand compensation in case the contract is terminated before the maturity date. In most cases, the court will rule in their favor and demand that they are compensated for the period the contract would take. The compensation costs are very high, and therefore it will be imprudent to
