1787 The guys that went there were well known like Great Men  and were a part of the upper house They had Shay’s rebellion in mind There work was a secret but everyone knew they were there  to fix the articles of confederation No guests, no committees were allowed in the room with  them and they kept reports  to a minimum and they also kept  the windows shut It lasted from spring until summer These are the elites- the wealthiest of men and the most  powerful They  had leadership experience- some leaders were in the  Revolutionary war and served in congress  Jefferson wasn’t there, Thomas Pain wasn’t there either,  Sam Adams wasn’t there and neither was Patrick Henry  because they didn’t agree with what was going on because  they opposed power The people there were: Washington ( presided over the  constitution) he didn’t contribute a whole lot but he kept the  people on track Alexander Hamilton was there, Ben Franklin, James  Madison -- he was considered the principle architect he read

about Republics and came up with a brand new government  blue print They share understandings- they all agree something needs  to change They share Republicanism  Practical experience with the government Seen and experienced problems Start with Madison’s plan Constitution The national government gains more power than it did  before It gets 3 different types of powers Enumerated powers  1. Power of tax- they couldn’t do that under the articles  only by request from states to get money 2. They could regulate trade  Before the states regulated trade and regulating between  states Now only the national government could do this

3. Only the National government can interfere between  domestic disputes ( use the army to put down a domestic  dispute) Another area potential power 1. The constitution is supreme, it’s the “law of the land”,  above state constitutions, and national laws above  everything 2. Elastic clause- national government is given what is
