To boost the competition, construction, and
growth of wireless facilities, the Federal Communications Commission (FCC) is beginning to set
up bandwidth auctions to favor new construction
and expansion and to encourage small bidders.
In Auction 93, the next auction of FM bandwidth
that will open in March 2012, winning bidders will
receive construction permits that, if completed in
an allotted time period, will allow bidders to file
