Employment Services The Employment Services industry is extremely volatile. It benefits early in a recovery as other firms hire temporary employees and seek to hire staff with specific skills. During the 1990s, employment tripled, from 15,000 to 45,000. On the other end of the business cycle, when business contracts, employment declines.
