Ratified 1870-prohibits racial disc. In voting rights in all states Guilded Age (1870-1890) Government ruled in favor of jay gould, a.carnegie, Rockefeller, and jpmorgan. Morgan lends g.cleaveland n us. Millions of dollars. Guilded age favored ideas like laissez faire (let economy work itself out) and survival of the fittest (believed best man would get job and unconcerned about the rest). ** Used 14 th amendment to defend big business. Supreme court ruled in favor of big business – struck down laws controlling labor, formation of unions, monopoly laws, etc. supported ideas of laissaz faire. This was a key factor in letting busness men generate and keep wealth. **Gov gives subsidies and land grants for railroad building. (whatever it takes for the best of the economy) **Gov. allowed illegal business practices such as vertical integration (Carnegie), trusts and horizontal int. (Rockefeller), and consolidation (morgan). **Gov. did little to help Americans and their working rights. Child labor problems, unfair pay, long hours – all part of booming industry and gov. leaving it to its own devices. All due to an increase in low skilled jobs. This created large gap in haves and have nots. *1890 – Sherman Antittrust Act (business not longer enter agreements to restrict comp., However supreme court continued to rule in favor of big business and weakened it.) *1887-Interstate Commerce commission – nation’s first federal regulatory commission – regulated railroad industry. As big business came to dominate more and more, people began looking for more gov. intervention. *Tariffs were often a debate, Hight with pres. Harrison. Industry liked them because it gave them an edge in the market. Agric. People hated it b/c they sold their goods in a world market. G. Cleaveland won office second time by promising to lower it. *Economy fell into one of hardest depressions ever in 1894 & was bailed out by jp morgan. This showed how weak the gov. was. **Gov intervention finally came with teddy Roosevelt(1901-1909). Known as the trustbuster, he strengthened the Sherman antitrust act and used it against 43 trusts. Roosevelts greatest accomplishment was the passing of the Hepburn Act in 1906, giving the ICC power to set rates subject to court review. Roosevelt was a believer in taking action in foreign policy to protect democracy. He did so on several occasions and earned a Nobel Peace Prize in 1906 for negotiating an end to the Russo-Japanese war. **Taft was elected in 1909 and was said to be a somewhat weak president.
