Making public policy in Congress ***nothing about interest groups on test*** How representative is Congress? what is the relationship between members of congress and their constituents? Delegate   view :  legistlators are expected to represent the views of their  constituents even when holding divergent opinions. Trustee View:   legislators are expected to vote independently, based on their  judgment of circumstances. o most like this view more o this is pretty practical because we don’t really know what is going on in  the government. o most of the time these views line up. o delegate view is often taken by new members while the trustee view is  more often taken by older members, after they have gained their trust. Congress does not mirror the diversity of the population as a whole. o Women—59/435 (House)     13/100 (Senate) o African americans--36/435   0/100 o Latinos— o Asian Descriptive Representation Must congress “look like America” to be a representative body?
