Cost the companies money to get the data from point a to point b. Over the air television costs nothing, but cable costs a lot considering they have the lay the cables down for you to receive the data. if we could teach people on tv, they will be entertained and learning at the same time. FCC designated some of the bandwidth to non-commercial broadcasting to stations for educational broadcasting. Carnegie Commission - group funded by Andrew Carnegie to talk about the concept of educational television. they led to the public broadcasting act of 1967.
