Not much the magistrate may not do- magistrates see to the honesty of the local clerks but also supposed to foster filial piety . no distinction btwn public and private. o Kyonggy- capital o P’yongyang and Kynjul- subsidiary capitals and the latter cap became Seoul. Capitals selected on geomansy- assumes proportions of relig faith. Has to do with unimpaired flow of life given forces from the earth/ auspicious
