Lecture 6 (7/28/07) 1. Departments- 15 departments; Defense, State, Labor, Attorney General Factors Experience Diversity in race/gender Political loyalty to President 2. Bureaus and Agencies I. Alcohol, Tobacco, and Firearms (ATF)- Agency 3. Independent Regulatory Agency (Independent Executive Agencies)- report directly to department and not President (CIA, EPA) 4. Government Regulations 5. Regulations of Government corporations- Post office, Amtrak 6. Quasi Governmental Organization- Allow semi government control, half government, half private- (Feds); board members appointed by President, but private organization 7. Independent Regulatory Commissions- Stock Market, transportations, communications; commissioners are appointed by President and confirmed by Senate but are restricted upon makeup. For example, Federal Commission board has to be split, and not of the same party, independent in that they serve for a term of office, serve out term and cannot be fired or removed. 8. Foundations- Foundation for Arts and Humanity, money to protect and sponsor artists Congress- Makes the laws Delegates- filing details to Federal Bureaucracy Administrative discretion- authority given from Congress to make rules and how legislation is implemented TEXAS LEGISLATURE Texas Executive Authority- Governor (Rick Perry) No limit to term, but usually 4 years since 1970s amendment
