Why do you think CCE was successful? Upon the proposed implementation of an Amoco Waste-Tech hazardous waste facility in Mercer County, Missouri, Citizens for a Clean Environment (CCE) was formed to defeat the toxic project by mobilizing the county through grassroots environmental organizing. The county was small with a population of only about 3,700 and economically depressed, an area typically targeted by such facilities due to the aspiration of establishing new economic opportunities on rural, non-industrialized land. Many citizens of Mercer County however were not willing to open their land to the industry and took action immediately upon hearing the proposed project. Mobilizing their neighbors, a petition was signed with nearly 2200 signatures and citizens gathered outside of a proposal meeting to display their 101-page petition.
