American involvement in the Vietnam War was in full effect by the time Nixon had taken office in 1969; by January 1973 a negotiation had taken place that Nixon had claimed to be "Peace with Honor." Prior to the release of many secret documents and tapes, the American public had perceived the Paris Peace Accords as a peace with honor type deal as well. Both President Nixon and Secretary of State, Henry Kissinger had maintained a number of secret relations, meetings, and plans that were not released until recently. The peace agreements in 1973 were held at a stalemate between the North Vietnamese release of American prisoners of war and Washington's loyalty to support South Vietnam militarily.
