The action and decisions are taken by Commander Todaro with the Italian submarine, the Cappellini, in October 1940 were surprising, intriguing, but also contradictory. Considering the context of the occurrence, the event was during World War II when Italy was among the Axis pillar with Germany and Japan. On the other hand, Belgium was invaded by Germany. The position and the resistance of Belgium against the Germans’ control made the Belgian country an opponent of the Axis Power, hence possible reasoning to sink the Belgian vessel. However, saving survivors in the Kabalo while jeopardizing the Italian submarine is thought-provoking. Since captain Todaro had the duty to serve Italy during the war, attacking the Kabalo aligned with captain Todaro’smission.
