2 Telemedicine for Rural-Based Health Facility Problem Statement Canon is a health care center providing a wide range of inpatient services . The hospital currently transfers most patients who require ICU services and those who show different types of stroke symptoms to the other two neighboring health care institutions. Canon hospital has both low and unstructured treatment services required to monitor most of the patients. In most cases, Canon hospital refers to those patients requiring rehabilitation care to other health care institutions. The increased referral rate makes most patients and families unsatisfied about most healthcare centers (Adams et al. , 2019). Additionally, Canon hospital keeps losing a lot of revenue due to the higher rate of customer referrals. Some of the rehabilitation facilities are not utilized adequately by this institution. Challenges have forced most health practitioners to preserve required services for rehabilitation and ICU patients suffering from a stroke. Different health is managers need most of the treatment plans to be aligned with the other tertiary health care service providers (Adams et al., 2019). These challenges have led to examining both organizational and technical aspects, which are required to lead to the development of telemedicine programs related to various tertiary care centers. These centers need to have stroke physicians. The hospital needs to set up an IT strategy to address stroke and ICU services (De Haes et al., 2013).

Scope Statement This study's primary focus is to determine the most appropriate IT strategy required in selecting the most appropriate telemedicine program that needs to be aligned with Canon hospital's operations to improve the delivery of services in different departments. The program will adopt some of Canon hospital's services to improve the quality of services provided, which will increase revenue earned by the institution and improve patient satisfaction (Hayer, 2019). Stakeholders Analysis The proposed system needs to address most of the Canon hospital's internal and external environmental issues. The following are some of the analysis of the stakeholders at hand.
