Political Science 4042 3/28/08 Collective Security End of WWI, it was argued that peaceful settlement was so unsuccessful. Punishing countries that broke laws was not strong enough. Countries that do not abide by laws will be punished by all. No country will be isolated. No country would think about aggression or war. Serious flaws: - Gulf war, getting other countries involved was ambiguous. India refused to give American planes the right to fly over their territory. - Korea: MaCarthur had total control over UN forces whereas in Gulf War, Swartzkoff had no official UN rank. Russians were not happy with the war. - One could argue that in the post WWII period, global organizations were not very good in dealing with the law of international organizations. - N.D. White, The UN makes distinction between threats to the peace and the breach of the peace. The UN has not done a good job of acting on these distinctions. White suggests that since 1945, the UN has only acted only 4 times. - The argument could be made that regional organizations would be a better defense
