It is imperative that rogue states or¶ actors cannot employ nuclear weapons. As rogue states acquire nuclear technology,¶ the United States must develop a range of policies to apply constant pressure on these¶ states . The United States must be prepared to demonstrate resiliency to attacks should¶ they occur. The United States government must prepare its citizens to accept the fact¶ terrorist acts will occur on the continent. The citizens must understand that every effort ¶ is made to protect the population. Actors exist who seek to harm citizens or provide¶ evidence of weak resolve or weak policies inside the United States. In doing so, rouge¶ states or actors seek to secure a foothold for a continued exploitation of the United¶ States .
