Unformatted text preview: Terrorism Terrorism What is terrorism? Is terrorism always wrong? What does Valls book suggest? What is Terrorism? Our class definition: Terrorism is a form of political violence targeted at civilians to achieve political goals where creating fear is usually high among the intended effects. Is Terrorism Always Wrong? Valls has a provocative discussion on the topic where he seems to come up with the conclusion that terror can sometimes be justified . Most definitions of terrorism suffer from at least one of two difficulties. First, they often define terrorism as murder or otherwise characterize it as intrinsically wrong and unjustifiable. The trouble with this approach is that it prejudges the substantive moral issue by definitional consideration. Terrorism In other words: terrorism is murder, murder is bad. Therefore, terrorism is bad. (Walzer: targeting innocents) Disagree with Valls that it is non-state actors. States can also carry out these same kinds of actions. Terrorism Q: So, in Iraq, when the insurgents attack a police post or U.S. military convoy, is that terrorism? (Often called terrorism by the media. Because of tactic and use of suicide bombing . . .) Q: What about when barracks filled with sleeping soldiers are attacked with a truck bomb? (Ex: Lebanon 1982.) So, states can engage in terror: bombing of cities to break enemys will perhaps qualifies. The Israeli-Palestinian Conflict: Jus ad Bellum (for the Israelis/for the Palestinians) Before thinking about the use of the terror tactic, lets examine the rightness of the Israelis and the Palestinians justification for warring on each other....
