11/14/07 Cordoso Term – 1994-2002 Political stabilization: Use of cabinet appointments to form stable legislative coalitions, PSDB – Social Party of Brazil, this is Corodoso’s party. They only had 15% of the vote, if he had not made coalitions he would not have had much success. PFL – The liberal front party. PMDB – Nearly 20%, largest party, the party of the democratic movement of Brazil. They were very interested in having access to patronage. Generally, the president would try to make coalitions for each bill he tried to pass. But Corodoso establishes a system that he would use cabinet appointments to try to create a permanent coalition. Corodoso was widely criticized for bringing the PFL into the coalition. Corodoso was also popular for his use of decree powers. He threatened to use his decree powers if they weren’t willing to come to an agreement. He used them merely to persuade recalcitrant members of the coalition to go along.
