Agency is a prerequisite for every value and a necessary condition for arguments to have meaning. Anthony F. There remains the second research question, however; what are the consequences of the attribution of responsibility to states? This article proposes that the attribution of state responsibility undermines the agency of individual citizens. This consequence is morally important because agency is the basis of first generation human rights, or political and civil rights. Without agency, individuals will be subjects and not citizens, that is, they will become pliant adherents to the will of the government and not political actors interested in and able to affect the future of their political community.
