Amendment
Congress shall make no law respecting an establishment of religion, or prohibiting the
free exercise thereof; or abridging the freedom of speech, or of the
press; or the right of the people peaceably to assemble, and to petition
the Government for a redress of grievances.
These guarantees, like others in the Bill of Rights (First 10 Amendments), are not
absolute-- each may be exercised only with regards to the _________ of other persons.

A well regulated Militia, being necessary to the security of a free State, the right
of the people to keep and bear Arms, shall not be infringed.
States and the Federal Government regulate the possession
and use of firearms by individuals.   In California - State law requires
handgun buyers to obtain a "handgun safety certificate" (like a license) prior to
purchasing a handgun. The handgun buyer must pass a ______________ safety test
and a hands-on safety demonstration and provide __________________ and proof of
residency. The certificate is also required for anyone who wishes to be "loaned" a
handgun outside of the presence of the owner.

No Soldier shall, in time of peace be quartered in any house, without the consent of the
Owner, nor in time of war, but in a manner to be prescribed by law.
Before the Revolutionary War it had been common British practice to quarter
soldiers in Colonists homes at their expense.  Military troops do not have the power to
