Human nature = good/ not people; it’s the system 1. prior system: state based system 2. self-help: own resources – military, diplomacy, alliances no choice but war ii. the international system must be reorganized 1. international organizations: League of Nations; World Court; International Labor Organization; Institutions for Conflict Resolutions 2. International Law; rules of behavior – create agreed upon rules that everyone would obey iii. War is not inevitable…war as a social construct 1. slavery, dueling iv. Progress is possible 1. enlightenment, rationality, empirical science 2. European.. we can understand the world and we can change it… capitalism, politics 2.
