One hundred million people live within 500 miles of Chicago, creating a major hubs, and a population density greater than most of Europe. Amtrak trains in and out of New York City already operate at capacity. At 13 million riders a year, ridership already exceeds the threshold that studies have determined necessary to economically justify an investment in building high-speed rail.36 The route from Los Angeles to San Fran- cisco—currently the second most popular airplane travel route in the nation—also calls out for a high-speed rail line.
